Tras 18 años de espera, reglamentan Ley de pacientes con diabetes en el Perú garantizando su derecho a la atención
Según datos de la Federación Internacional de Diabetes (IDF), 1.3 millones de personas de 20 a 79 años son afectadas por esta enfermedad crónica en el Perú.
Según cifras del Centro Nacional de Epidemiología, Prevención y Control de Enfermedades (CDC Perú) del Ministerio de Salud (Minsa), hasta el 2022 se han confirmado 31,302 casos de diabetes, lo que equivale a un 21% más casos que en 2019 (25,807). Además, de acuerdo con la Asociación Latinoamericana de Diabetes, hay prevalencia de prediabetes en cuatro millones de peruanos.
A pesar de ello, el sistema de salud peruano carece de especialistas dedicados a tratar pacientes con esta enfermedad y la infraestructura necesaria. “Solo hay 500 endocrinólogos y 60 endocrinólogos pediatras. Resulta especialmente complicado diagnosticar a los pacientes Diabetes tipo 1, que afecta principalmente a niños y adolescentes. Los signos de alerta no se ven iguales en los niños y no hay suficientes especialistas para reconocerlos.”, alerta Mónica Portal, presidenta de la ONG Lucas, una misión de vida.
Si la diabetes fuese diagnosticada a tiempo, el sistema de salud ahorraría más de 11 mil soles en complicaciones por persona, indica un estudio de APOYO Consultoría. Asimismo, si fuesen tratados oportunamente el ahorro sería de 2 mil soles por paciente. Esto evitaría que más personas sufran de complicaciones graves llevándolas a realizarse diálisis o incluso necesitar amputaciones.
Con el objetivo de aplicar acciones en los ámbitos preventivo, promocional, recuperativo y rehabilitador, tras 18 años de espera, el 4 de mayo se reglamentó la Ley general de protección a las personas con Diabetes (Ley N° 28553). Estas son algunas de las disposiciones que contempla:
- Establecer un régimen legal de protección a las personas con Diabetes brindándoles atención, control y tratamiento de su enfermedad.
- Crear el “Programa Nacional de Prevención y Atención de Pacientes con Diabetes” bajo el control del Ministerio de Salud
- Implementar el “Registro Nacional de Pacientes con Diabetes” a efecto de tener un conocimiento real de la incidencia y prevalencia de esta enfermedad, complicaciones, calidad de vida y tratamiento empleado.
- Exoneración a los aranceles de medicamentos y/o insumos que se utilizan para la fabricación de equivalentes terapéuticos para el tratamiento de Diabetes
“Hace falta que se publiquen las guías de práctica clínica tanto para diabetes mellitus tipo 1 como para los otros tipos. Las guías indican el camino para que los doctores traten a los pacientes con diabetes de acuerdo a los estándares internacionales. Sin este documento, las instituciones públicas no pueden comprar los tratamientos y dispositivos médicos necesarios para la atención”, sostiene Portal.
La diabetes es la octava causa de muerte en el Perú, la sexta causa de ceguera y la principal causa de enfermedad renal crónica terminal y de amputación no traumática. Si bien esta enfermedad tiene diversas causas, entre ellas el factor genético, llevar un estilo de vida saludable puede reducir la probabilidad de aparición en algunos casos. Estas son algunas recomendaciones:
- Controlar el exceso de peso: La American Diabetes Association (Asociación Americana de la Diabetes) recomienda que las personas con prediabetes bajen al menos del 7% al 10% de su peso para prevenir el avance de la enfermedad.
- Realizar actividad física al menos 30 minutos al día: El ejercicio ayuda a controlar el peso corporal, bajar el nivel de glucosa sanguínea y aumentar la sensibilidad a la insulina, lo que ayuda a mantener la glucosa sanguínea dentro de un rango normal.
- Consumir alimentos vegetales saludables y grasas sanas: La alimentación debe ser libre de ultra procesados, controlar el consumo de azúcar refinada y se debe procurar que el agua sea la bebida principal.
- Evitar el consumo de cigarrillos.
- Realizarse un chequeo médico anual.
“La diabetes es considerada una epidemia, ya que cada año se muestra un incremento agresivo en el número de casos. Según cifras del Minsa, no solamente aumenta el número de personas con esta enfermedad, sino que también se amplía el rango de edad de la población afectada. Antes no eran tantos los casos de diabetes tipo 1 en niños ni adolescentes; sin embargo, se ha incrementado en los últimos años y en distintas regiones del país.” asegura Portal.
Como parte de campaña mundial de la Federación Internacional de Diabetes para la concientización y prevención de esta enfermedad, se propuso la iluminación de color azul de edificios emblemáticos de cada país el 14 de noviembre en apoyo al Día Mundial de la Diabetes. En nuestro país, el Congreso de la República, el Palacio de la Municipalidad de Lima y el Ministerio de Salud fueron iluminados con esta tonalidad.
