CADE 2022: Cámaras de comercio regionales reciben lineamientos para priorizar proyectos de inversión en sus regiones
Los representantes de las cámaras de comercio, producción y turismo de 10 regiones del país recibieron pautas y lineamientos para participar de manera activa, y en coordinación con las autoridades recientemente elegidas, en la priorización de inversiones regionales y contribuir en el desarrollo íntegro de los mismos. De esta manera, se busca agilizar la ejecución de proyectos que tengan un impacto mayor en beneficio de la población y combatir la corrupción.
La metodología de trabajo, desarrollada por la CONFIEP y presentada a las cámaras regionales en el marco de la CADE Ejecutivos 2022, resalta aspectos a considerar en el desarrollo de los proyectos como su impacto en el cierre de brechas, la cantidad de beneficiarios, la tasa de pobreza en la zona beneficiada y el estado de avance en el que se encuentra el proyecto a evaluar. De igual manera, involucra criterios como los empleos que apunta a generar el proyecto, el nivel de inversión que requiere, su influencia sobre la cadena productiva local y la capacidad del proyecto para integrarse a los corredores logísticos a nivel macro regional.
“Cada vez que hay cambio de autoridades a nivel regional, se da una caída de inversión pública. Y nos preocupa mucho que en el contexto de desaceleración económica, este sea un agravante a inicios del próximo año y queremos evitarlo. Poder priorizar y hacer seguimiento a los proyectos nos va a permitir cambiar la trayectoria de esta caída y que los recursos sigan llegando a la población”, sostuvo el presidente de la CONFIEP, Oscar Caipo.
Necesidad de trabajo conjunto
Durante el planteamiento de esta herramienta que contribuye al trabajo de las cámaras regionales del país, la CONFIEP resaltó la necesidad de que el sector empresarial, autoridades y sociedad civil trabajen de manera consensuada para sacar adelante los proyectos que necesita cada región para su respectiva reactivación económica. “Cada región tiene miles de proyectos. Lo que propone esta metodología es aplicar un filtro para seleccionar aquellos con mayor viabilidad e impacto, y consolidar una lista más acotada”, sostuvo el gerente general de la CONFIEP, Gabriel Daly, quien resaltó que la metodología ya se viene aplicando con cámaras de cuatro regiones del país.
La iniciativa, además, parte de la necesidad de reactivar el flujo de inversiones en el interior del Perú, afectada por dos problemas fundamentales, de acuerdo al análisis presentado por la CONFIEP. La primera de ellas, resaltó el gremio, es la débil institucionalidad, afectada por la falta de preparación técnica de los funcionarios públicos; y la corrupción, que encarece los proyectos o lleva a darle prioridad a aquellos que no resultan fundamentales para la población.
Seguimiento y cumplimiento de plazos, calidad y sin corrupción
En el desarrollo de esta iniciativa participa también el Consejo Privado de Competitividad, cuyo presidente, David Tuesta, presentó los resultados de la iniciativa “Avanzada Regional”, realizada en Arequipa. Además, se cuenta con el apoyo del Proyecto de Inversión Pública Transparente de USAID y la Asociación Empresarios por la Integridad, los cuales vienen trabajando coordinadamente para consolidar un sistema de seguimiento ciudadano al desarrollo de las inversiones públicas con integridad, a fin de consolidar proyectos libres de corrupción.
“El problema de la corrupción es multidimensional y complejo. La acción colectiva es la que nos permite abordar esta problemática con el esfuerzo de todos los actores del sector privado, la sociedad civil y el sector público”, resaltó la Directora del Proyecto TPI/USAID, Paola Barragán, durante su participación en esta sesión convocada por la CONFIEP.
En este trabajo, resaltó iniciativas como la conformación de mesas técnicas público – privadas en torno a las contrataciones públicas, las cuales buscan mejorar la calidad de los expedientes técnicos. También destacó la aplicación de sistemas de datos abiertos, para el cruce de información sobre los proyectos, permitiendo generar alertas ante posibles irregularidades. Además, involucra potenciar herramientas de libre acceso a la información y la conformación de redes de integridad. “Se trata de espacios para el seguimiento (de proyectos), donde participan representantes del Gobierno Regional, organizaciones de la sociedad civil, las gerencias regionales de la Contraloría, el Colegio de Ingenieros, Cámaras de Comercio y entidades públicas”, explicó Barragán.
Cabe destacar que la sesión convocada por la CONFIEP contó también con la participación de los principales gremios empresariales del país, como la ASBANC, SNMPE, ALAFARPE, COMEX Perú, AGAP, AFIN, SNP y la Asociación Pyme Perú, quienes manifestaron su compromiso de trabajar, articuladamente, con las cámaras regionales, a fin de fomentar las inversiones, potenciar la descentralización y contribuir al cierre de brechas sociales en el Perú.
